Seven Hills retains Sweeping Corp. of America national headquarters with $118,750 income tax rebate - cleveland.com

SEVEN HILLS, Ohio -- City Council recently approved an economic development job creation and job retention grant to keep the national headquarters of Sweeping Corp. of America in Seven Hills.

“Sweeping Corp.’s lease was expiring,” Mayor Anthony D. Biasiotta said. “This company was pursued by other communities. Inaction could have resulted in a loss of $95,000 a year of income tax.

“Companies such as Sweeping Corp. of America are in high demand and heavily recruited by other municipalities, and sometimes other states.

“Therefore, the anticipated income tax would have been zero, as multiple municipalities would have jumped at the chance to lure such a successful operation to their own city,” he said.

“This deal is an income tax rebate in exchange for a 10-year lease that more than doubled their square footage in Seven Hills from 10,000 to 20,000 square feet.”

The approved agreement -- based on Sweeping Corp. of America’s recent annual income tax payment of $95,000 to Seven Hills -- finds the city providing an income tax rebate of 25 percent of current payroll ($23,750) and 50 percent ($47,500) on new payroll for the next decade.

The mayor said negotiations started in June. While the threshold for the rebate is the company’s current $3.8 million in payroll, Biasiotta said the agreement incentivizes expected growth.

“This administration and City Council’s goal is to retain and attract businesses to Seven Hills,” City Council President Phillip Kiriazis said. “The community is always happy to see new businesses staying or moving into the city.”

Using state-of-the-art equipment for street and highway sweeping, Sweeping Corp. of America’s 1,600 trucks annually service more than 1.5 million miles of streets, highways, construction sites, parking lots and industrial/manufacturing complexes in 400-plus communities.

The mayor said the company is currently experiencing rapid growth, including completing 35 acquisitions since 2017.

“From the city’s standpoint, these terms are in line or better when compared to what other communities are currently offering,” Biasiotta said. “I object to the term ‘cost’ being applied to this contract -- 75 percent or 50 percent of something is better 100 percent of nothing.

“These deals are essential to retaining and attracting new businesses to Seven Hills. Being proactive on deals such as this helps protect an important revenue stream that is vital to our future. We’re proud to close this deal and in doing so keep Sweeping Corp. of America headquartered in Seven Hills.”
